If you want to know when the MW2 pre-download starts, well, the EarlyGame site (source) has given the dates and times for the campaign early access and for multiplayer. As you will be able to see in the following image, the pre-download of the campaign begins today, Wednesday October 19 at 10 a.m. and the early access is launched from Thursday October 20 at 10 a.m.

To start the pre-downloads, all you have to do is go to the store linked to the platform on which you are playing and go to the game page to add it to your library, if you buy the game and start the download directly when available.
