The first thing you should do is open the urban planning application and paint the ground with brick, wood, paved or terra cotta paths which are the "hard" surfaces on which you cannot plant things.


Afterwards, you must go to the city hall and talk to Tom Nook to make a house or building move. With the transfer kit, you must place it on the area, already paved on which you want to apply this and give the option to Imagine how it looks, to see the image. However, you should not give it to build, otherwise I will think about it.


By doing this, the ground, despite being paved, will function as soil. So you can plant trees, shrubs, flowers or bury whatever you want.
